Allows electors to change political party affiliation or become "unaffiliated" by filing a signed form with the county clerk no later than the last day a candidate may file for partisan office prior to the primary election.

Permits "unaffiliated" electors to affiliate with a party of their choice by filing a signed form up to and including election day.

Enables "unaffiliated" electors to select a political party affiliation on or before election day by declaring it to poll workers, who record the choice in the poll book.

Requires the county clerk to record the party affiliation selected at the polling place in the voter registration system after the primary election concludes.

Declares an emergency and makes the act effective upon passage and approval.
