Authorizes agents of the Department of Transportation to collect fees and administer oaths previously handled only by the department, county officers, and sheriffs for driver's licenses, permits, and identification cards.

Allows any Idaho resident to apply to an authorized agent of the department for an identification card, expanding access beyond previous requirements.

Permits authorized agents to retain a portion of fees collected for identification cards: $5.00 from four-year cards, $5.00 from under-21 cards, and $10.00 from eight-year cards, with the remainder deposited to the state highway distribution account.

Makes technical corrections to Idaho Code sections 49-202, 49-306, 49-2442, 49-2443, and 49-2444 to update references from "examiner" to "authorized agent" and clarify fee distribution procedures.
