Establishes the "Motor Voter Act" requiring the Idaho Transportation Department's Division of Motor Vehicles to register eligible voters at driver's licensing offices when applicants apply for or renew driver's licenses or identification cards.

Requires driver's licensing offices to forward completed voter registration applications to county clerk offices on a weekly basis and on the business day prior to registration closure.

Allows eligible electors to opt out of voter registration at motor vehicle licensing offices.

Permits electors to select party affiliation or "unaffiliated" status on registration applications; county clerks must record "unaffiliated" if the elector fails to make a selection.

Requires poll books for primary elections to include checkoff boxes recording each "unaffiliated" elector's choice of which primary ballot to vote in.
