Creates Chapter 66 of Title 41, Idaho Code, establishing the "No Surprises Act" to protect patients covered by health benefit plans from surprise billing practices by health care providers.

Prohibits providers in contracted facilities from billing patients or seeking reimbursement for amounts exceeding what the health benefit plan would pay a contracted provider for the same services in the same geographic area, plus the patient's coinsurance, deductible, and copayment obligations.

Voids any consent forms or agreements that purport to permit providers to bill above the prescribed amounts and makes any billing violations void and unenforceable.

Requires providers who violate the chapter to reimburse patients for any attorney's fees and costs incurred to challenge the provider's actions or defend against collection attempts.

Makes chapter provisions optional for self-funded group health plans and ERISA-governed plans, requiring annual notice to the director and listing eligible plans on the department's website.
