Establishes licensing requirement for bonded wine warehouses that are solely authorized to store and handle wine, with applicants required to hold a federal permit for a bonded wine cellar and possibly post a continuing wine tax bond.

Prohibits bonded wine warehouse licenses from being issued to applicants who have had a bonded wine warehouse license revoked within three years from the date of application.

Requires bonded wine warehouses to maintain records of storage and handling activities including date, quantity of wine stored and handled, and identity of carriers or transporters, with records subject to director inspection at any time.

Authorizes distributors to store or purchase wine received from persons holding valid bonded wine warehouse licenses, in addition to existing sources (wine importers, distributors, and wineries).

Establishes annual license fee of three hundred dollars ($300) for each bonded wine warehouse, and requires director approval before transfer of bonded wine warehouse licenses from one location to another with a twenty dollar ($20.00) transfer fee.
