Prohibits vehicles from being considered unauthorized and subject to removal or booting solely because they have expired or improper vehicle registration.

Allows property owners to remove or boot unauthorized vehicles only if a clearly conspicuous sign in large print is posted notifying that unauthorized vehicles will be removed at the owner's expense and designating the towing firm name.

Permits property owners to contact an authorized officer for immediate vehicle removal when an unauthorized or abandoned vehicle blocks access to or substantially interferes with use and enjoyment of private property, bypassing normal removal procedures.

Requires compliance with all other provisions of Idaho Code Chapter 49 regarding vehicle removal procedures.
