Prohibits local authorities from adopting ordinances that restrict or ban handheld wireless device use while operating motor vehicles, effective July 1, 2020, and voids any such local regulations implemented prior to that date.

Redefines distracted driving as operating a moving motor vehicle in a manner that endangers or is likely to endanger any person or property, including driving in a careless or erratic manner or in violation of specified traffic laws.

Establishes distracted driving as an infraction with tiered penalties: $50 for a first offense, $100 for a second offense within two years, and $300 for a third or subsequent offense within two years.

Adds an additional $25 fine per violation for distracted driving committed while using a handheld wireless device.

Exempts voice-operated and hands-free devices from distracted driving penalties and specifies that first and second offenses do not result in violation points or insurance rate increases, except that third and subsequent offenses within two years result in three violation points and are deemed moving traffic violations.
