Amends Idaho Code Section 33-512 to prohibit school districts from beginning instructional hours prior to the Tuesday following Labor Day in any academic year.

Amends Idaho Code Section 33-5206 to prohibit public charter schools from beginning instructional hours prior to the Tuesday following Labor Day in any academic year.

Maintains existing minimum instructional hour requirements for students at different grade levels (grades 9-12: 990 hours; grades 4-8: 900 hours; grades 1-3: 810 hours; kindergarten: 450 hours).

Preserves existing exceptions allowing reductions in instructional hours for staff development (up to 22 hours) and emergency closures due to weather or facility failures (up to 11 hours).
