Repeals existing Section 59-1303 of Idaho Code relating to police officer status definitions and replaces it with new provisions.

Establishes that police officer membership status for retirement purposes in the Public Employee Retirement System may only be fixed by law.

Designates specific positions as having police officer member status, including Idaho State Police personnel, county sheriffs and peace officers, city police chiefs and peace officers, conservation officers, Department of Correction employees, judges and court security personnel, emergency medical technicians, criminal investigators, and lottery security staff.

Requires employers to certify to the board on an approved form that members holding police officer positions meet designation requirements, with the board retaining authority to review and reclassify positions based on audits or other information.

Allows members reclassified from police officer to general member status to become general members, with excess employer and employee contributions refunded through offsetting future contributions or direct refund to the employee.
