Prohibits use of unmanned aircraft systems to conduct surveillance, gather evidence, or photograph specifically targeted persons or private property without written consent, except with a warrant or for emergency response related to safety, search and rescue, or controlled substance investigations

Bans recording individuals without consent for purposes of publishing or publicly disseminating photographs or recordings

Authorizes law enforcement agencies and fire departments to use unmanned aircraft systems for traffic accident documentation, traffic management at events, natural disaster assessment, training, search and rescue, emergency response, and warrant-authorized operations

Permits utility owners and contractors to use unmanned aircraft systems to inspect utilities, public works, or infrastructure

Allows persons subject to prohibited conduct to sue for civil damages in the amount of the greater of $1,000 or actual damages, plus reasonable attorney's fees and litigation costs
