Allows electors to change political party affiliation or become "unaffiliated" by filing a signed form with the county clerk no later than the last day a candidate may file for partisan political office prior to the primary election.

Permits "unaffiliated" electors to affiliate with a party of their choice by filing a signed form up to and including election day.

Allows "unaffiliated" electors to select a political party affiliation only prior to voting in the primary election by declaring their choice to poll workers on or before election day.

Requires poll workers to record the elector's party affiliation choice in the poll book, which the county clerk must then record in the voter registration system after the primary election.

Specifies that the application form described in Idaho Code section 34-1002 shall be used for changing party affiliation purposes.
