Repeals previous Section 54-1406A and establishes new certification requirements for certified medication assistants (MA-C) requiring registration as a nursing assistant, completion of an accredited MA-C program, and passing a national medication aide certification exam.

Exempts individuals already registered as nursing assistants on July 1, 2020 from the examination requirement for MA-C certification.

Authorizes the board to collect initial application and two-year renewal fees not exceeding $100 total, with fees deposited into the state board of nursing account.

Grants certified MA-C personnel authority to administer medications only when delegated by a licensed nurse and restricts use of the "certified medication assistant" or "MA-C" titles to certified individuals.

Establishes disciplinary authority for violations including substance abuse, client neglect or abuse, fraud, unsafe care, misappropriation of property, criminal convictions, and confidentiality breaches, with penalties including denial of certification, suspension, revocation, probation, or civil penalties up to $100 per violation.
