Creates a new process requiring each school district to allow children of United States armed forces members with transfer orders to Idaho to enroll or register in advance, regardless of current residence, if they will reside in the district upon transfer.

Applies the same advance enrollment process to public charter schools, allowing military dependents to apply for enrollment or register for courses in advance if they will reside in an area served by the charter school upon transfer.

Provides that if capacity is insufficient at a charter school, military dependents are treated as students residing within the primary attendance area for purposes of admission preference.

Modifies existing charter school admission procedures in Idaho Code Section 33-5206 to incorporate the military dependent enrollment provisions.
