Creates a 9-member Idaho Potato Commission composed of practical potato persons who are Idaho residents for 3+ years, with at least 5 growers, 2 shippers, and 2 processors, serving at the pleasure of the governor.

Reorganizes commissioner appointment structure into 4 geographic districts (Districts 1-4) with District 1 further divided into subdistricts 1A and 1B; one grower commissioner appointed from each district plus one at-large commissioner from Districts 3 or 4.

Extends the nomination and appointment process to require 3 nominees for each vacancy, with separate district meetings published in local newspapers, and all meetings held prior to March 31 of the appointment year.

Changes commissioner term end dates from September 14 to August 31 and revises definitions of "shipper," "grower," and "processor" for commission qualification purposes, with prohibition on commission rule-making on these definitions for one year after enactment.

Clarifies commission powers to administer oaths, issue subpoenas, and adopt rules for referendum calling with support of at least 6 commissioners including one shipper and one processor commissioner.
