Adds chiropractic physicians licensed under Idaho Code chapter 7, title 54 as qualified health care professionals authorized to clear youth athletes to return to play after concussions or head injuries, provided they have completed training on the Sport Concussion Assessment Tool (SCAT) or an equally rigorous nationally recognized concussion assessment protocol.

Maintains existing qualified health care professional categories: physicians, physician assistants, advanced practice nurses, and licensed health care professionals supervised by a directing physician.

Requires schools to provide concussion guidelines and information to athletes and parents at the beginning of each sports season and obtain annual written consent acknowledging inherent risks.

Mandates schools develop protocols consistent with Centers for Disease Control and Prevention guidelines for removing athletes suspected of concussions from play.

Provides liability protection in civil actions for individuals and youth sport organizations that reasonably act in accordance with concussion protocols established under the law.
