Amends negligent operation statute to clarify that operation under provisions of section 67-7031 is unlawful, maintaining existing standards for careless operation and excessive speed.

Revises motorized watercraft operational zone designations to remove "personal watercraft only" option and redesignate remaining options as: no wake or less than 5 miles per hour, no personal watercraft allowed, or distance from shoreline not exceeding 200 feet.

Changes first offense penalties for violations of sections 67-7016, 67-7017, 67-7025, 67-7026, and 67-7027 from misdemeanor to infraction status, while maintaining requirement to complete safe boating course.

Maintains second or subsequent offense penalties as misdemeanor with fines up to $1,000, imprisonment up to 30 days, and required safe boating course completion.

Adds provision clarifying that motorized watercraft operators remain responsible for their actions while operating on state waters, including damage caused by negligent or nonnegligent actions.
