Amends the definition of "Qualified elevator inspector" (QEI) in Section 39-8603 to reference the NAESA International ASME QEI-1 Standard for the Qualification of Elevator Inspectors instead of the previous reference.

Revises Section 39-8614 to reorganize and update the list of adopted ANSI/ASME safety codes for elevators, escalators, and related conveyances, including codes for wind turbine tower elevators and personnel hoists.

Removes the "Guide for Inspection of Elevators, Escalators, and Moving Walks" from the list of adopted codes in Section 39-8614.

Renumbers lettered code citations in Section 39-8614 for technical clarity and consistency.

Maintains existing requirements that conveyances placed into operation after July 1, 2004, comply with codes in effect on the date the division received the permit application, and those placed before that date comply only with the Safety Code for Existing Elevators and Escalators.
