Extends the validity period for Idaho license plates from seven years to ten years, beginning with the date of issuance of new plates.

Requires registered owners to receive notice at the end of the ninth year (instead of sixth year) indicating when their plates will expire.

Applies the ten-year validity period to specialty license plates for discontinued programs, allowing registrants to use such plates for up to ten years from the date of issuance.

Changes the validity period for license plates issued to state vehicles and vehicles belonging to taxing districts from seven years to ten years.

Maintains existing provisions for license plate design, content requirements, color-coded registration validation stickers, and procedures for lost, stolen, or mutilated plates.
