Requires tow companies to request vehicle owner and lienholder information from the Idaho Department of Transportation within 72 hours (excluding weekends and holidays) when a vehicle is towed from posted property under existing law.

Mandates tow companies send notice by first class mail within one business day of receiving owner information to all registered owners, lienholders, and other interested parties shown in department records.

Notice must include vehicle description (make, model year, model, identification number, license plate number, state of registration), owner and lienholder names and addresses, tow company name and telephone number, date and time of tow, storage location, and lien amount with facts supporting the claim.
