Amends Section 23-313 to permit alcohol consumption on state liquor store premises for sampling purposes only, as governed by the new Section 23-314.

Authorizes distilled spirits suppliers or their representatives to offer free sample tastings at state liquor stores (excludes distributing stations).

Limits sample sizes to 0.25 ounces per sample and restricts patrons to a maximum of 3 samples per person in any 24-hour period.

Requires samples be served only by persons age 21 or older in a designated tasting area within the store, with the server controlling access to ensure no one under 21 or visibly intoxicated persons consume alcohol.

Specifies that distilled spirits must be purchased from the Idaho state liquor division with all taxes paid by the manufacturer, and exempts retail stores from liability for consumption of alcohol authorized under this section.
