• Modifies recorder fees to change the $11.00 fee for "issuing marriage license, filing, recording, and indexing the certificate of marriage" to apply only to filing and recording the certificate.

• Adjusts domestic violence funding provisions to allocate grants based on the proportion of divorce actions filed in each region, removing the previous reference to marriage licenses as a funding source.
