Allows construction manager/general contractors (CM/GC) to be awarded contracts for preconstruction professional services independently from construction contracts without restriction.

Requires competitive bids for construction work, materials, and equipment to be solicited from at least three qualified contractors or suppliers, with all bids opened publicly before a public entity representative.

Awards all construction work, materials, and equipment to the lowest responsive qualified bidder, though public entities may approve awards based on fewer than three bids for good cause.

Permits CM/GC firms and their subsidiaries to bid on construction work if properly licensed, though public entities may limit the amount of work these entities perform and their bids must be opened with other bids.

Requires all construction management contracts to have written agreements specifying management fees, incentive compensation, and contingency fund disposition based on the contract type (CMR, CM/GC preconstruction, or CM/GC with guaranteed maximum price).
