Requires public agencies and political subdivisions to score and rank qualified persons or firms based on established measurable criteria, with criteria and scores made available to the public.

Mandates that competitive cost count for no less than 50% of the scoring criteria when evaluating professional service proposals.

Allows public agencies to establish and select from a preapproved list of at least three qualified persons or firms without requiring additional public notice for each selection.

Permits public agencies to request information about rates, overhead, and multipliers but prohibits using this information for ranking or scoring purposes.
