Increases the cost estimate threshold in Idaho Code Section 67-5711C from $250,000 to $250,000 for projects requiring informal competitive bidding procedures.

Requires agencies to solicit at least three (3) documented informal bids from licensed Idaho contractors for projects with written cost estimates greater than $250,000 but less than the public works limit.

Mandates at least seven (7) days public notice prior to informal bid receipt, with notice published in newspapers or trade journals.

Requires informal bids be submitted in writing in response to a prepared written document describing the project scope of work in sufficient detail.

Agencies must document receipt of all informal bids in the project file and award contracts to the lowest responsible and responsive bidder.
