Zoning ordinance amendment requests shall be submitted to the governing board, which may discretionally refer the request to the zoning or planning and zoning commission for recommendation prior to board consideration.

The governing board must analyze proposed zoning changes to ensure consistency with the adopted comprehensive plan and may require comprehensive plan amendments if conflicts are identified.

Property owners whose zoning classification request is adopted by a governing board cannot have that classification changed without written consent for four (4) years from the adoption date.

City councils are no longer required to obtain recommendations from planning and zoning commissions prior to annexing unincorporated areas, but may choose to request recommendations.

If a city ordinance does not clearly specify whether a planning and zoning commission recommendation is required for annexation, the recommendation shall be considered required.
