Amends Idaho Code Section 67-3502 to extend the budget submission deadline for the legislative and judicial departments and the Department of Administration's Division of Public Works from September 1st to November 15th.

All state departments, offices, and institutions must submit budget request forms by September 1st, except the three specified entities which may submit by November 15th.

The division of financial management must make budget request forms available by July 15th for all state entities to complete.

Budget requests must include information on preceding fiscal year expenditures, current fiscal year estimates, appropriations needed for the succeeding fiscal year, program performance reports, and plans for managing potential federal funding reductions of 10% or more.

The judicial department must include the judicial council's budget request as submitted by the judicial council in its filing with the governor and legislative services office.
