Prohibits mental health professionals from providing conversion therapy to patients or clients under 18 years of age in Idaho Code Section 16-2435

Defines "conversion therapy" as any practice or treatment seeking to change sexual orientation or gender identity, including mental health therapy that seeks to change, eliminate, or reduce related behaviors, expressions, attractions, or feelings

Specifies that treatment is not conversion therapy if it is neutral regarding sexual orientation and gender identity, provides gender transition assistance, offers acceptance and support, facilitates coping and identity development, addresses unlawful sexual conduct neutrally, or discusses moral or religious beliefs

Classifies violations of the conversion therapy prohibition as unprofessional conduct subject to disciplinary proceedings under Title 54, Idaho Code

Exempts clergy members or religious counselors acting in pastoral or religious capacity and parents or grandparents who are health care professionals acting substantially in a parental capacity from the prohibition
