Repeals existing Section 50-222, Idaho Code, and replaces it with new annexation provisions requiring landowner consent for city annexation of property.

Requires at least two-thirds (2/3) of landowners to consent to annexation in writing, with a 45-day deadline for filing consent after city notification.

Mandates cities publish a written annexation plan describing municipal services, taxation changes, effects on other local governments, proposed zoning, and public purposes supporting annexation.

Protects agricultural and forest land of 5 acres or more from annexation without express written owner permission, and prohibits annexation of fairgrounds without county commissioner approval.

Provides judicial review of annexation decisions in district court within 28 days of ordinance publication and allows reduced taxes for annexed property lacking available city services.
