Revises definitions and terminology throughout Idaho Code Chapter 57 to consistently refer to "electronic smoking devices" instead of "electronic cigarettes" and updates related statutory language.

Requires the Department of Health and Welfare to promulgate rules on or after July 1, 2021 setting permit fees no greater than needed to cover inspection and enforcement costs; permits previously issued annually at no charge.

Prohibits sale or distribution of tobacco products or electronic smoking devices from vending machines or self-service displays on and after January 1, 2020.

Repeals section 39-5717A regarding shipping requirements for electronic cigarettes and consolidates shipping requirements into section 39-5717.

Updates related sections in Idaho Code regarding cigarette rolling machines, definitions, and public assistance benefit card prohibitions to align terminology with the revised chapter heading and definitions.
