Establishes the "Fairness in Women's Sports Act" requiring interscholastic, intercollegiate, intramural, and club athletic teams at public schools and institutions of higher education to be designated as males/men/boys, females/women/girls, or coed based on biological sex.

Prohibits female-designated athletic teams from being open to students of the male sex.

Requires disputes over a student's biological sex to be resolved through health examination and provider certification based on reproductive anatomy, genetic makeup, or endogenously produced testosterone levels, with the state board of education to promulgate implementation rules.

Prevents government entities, licensing organizations, and athletic associations from filing complaints, investigations, or adverse actions against schools for maintaining sex-specific athletic teams.

Provides private causes of action for students harmed by violations, students facing retaliation for reporting violations, and schools harmed by violations, with remedies including injunctive relief, monetary damages for psychological/emotional/physical harm, and attorney's fees; actions must be initiated within two years.
