Prohibits homeowner's associations from banning political signs, but allows reasonable rules on timing, size, placement, number, and manner of display.

Permits associations to remove political signs only if placed on common ground, threaten public health/safety, violate laws, or have attached sound/music/materials; requires 3 days' written notice before removal or fines.

Prohibits associations from restricting display of U.S. flag, Idaho state flag, POW/MIA flag, or official armed forces flags.

Allows associations to require flags comply with 4 U.S.C. § 5 et seq., use permanent flagpole materials, meet zoning ordinances, and maintain flags in good condition; permits at least one flagpole per property up to 20 feet tall in front yard.

Requires board majority vote and 30 days' written notice before imposing fines on members; prohibits fines if member begins resolving violation in good faith before the vote.
