Amends Idaho Code Section 18-3302 to revise the exception allowing concealed weapon carrying without a license by changing the citizenship requirement from "resident citizen of Idaho" to "citizen of the United States."

Removes the requirement that a person be a resident of Idaho to carry a concealed weapon without a license, expanding eligibility to any U.S. citizen aged 18 or older who is not otherwise disqualified.

Maintains all other existing requirements and exemptions for concealed weapon carrying, including provisions for place of abode, fixed place of business, property ownership, and areas outside city limits.
