Prohibits county, city, and state governments and public health districts from expending or transferring funds to any individual or organization that provides abortion services as defined in Idaho Code section 18-604(1).

Exceptions to the funding prohibition include abortions necessary to save the life of the woman, abortions in cases of rape or incest (as determined by courts or if reported to law enforcement), and services billed or authorized prior to the effective date.

Allows funding for abortions performed by hospitals due to medical emergencies or fetal non-viability as defined in Idaho Code sections 18-604(8) and 18-604(14).

Applies to all four government entities: counties, cities, the state, and public health districts through separate code sections.

Declares the provisions severable so that if any portion is declared invalid, the remaining provisions remain in effect.
