Appropriates $3,084,400 to the Soil and Water Conservation Commission for fiscal year 2021 (July 1, 2020 through June 30, 2021) from General Fund, Administration and Accounting Services Fund, Resource Conservation and Rangeland Development Fund, and Clean Water Revolving Loan Fund.

Authorizes no more than 17.75 full-time equivalent positions for the Commission during the fiscal year 2021 period, with Joint Finance-Appropriations Committee notification required for any Governor-authorized increases.

Requires $100,000 of the appropriated trustee and benefit payments to be distributed equally among the 50 soil and water conservation districts in addition to amounts authorized under Idaho Code Section 22-2727.
