Adds "electronic smoking devices" throughout Idaho Code Chapter 57 to bring vaping products under the same regulatory framework as traditional tobacco products, including age restrictions (18+), permitting requirements, and penalties for sales to minors

Prohibits sale or distribution of tobacco products and electronic smoking devices from vending machines and self-service displays effective January 1, 2020, and requires vendor-assisted sales only

Updates age verification requirements for delivery sales to allow use of third-party age and identity verification technology in addition to existing credit card matching methods

Repeals Section 39-5717A (shipping requirements for electronic cigarettes) and consolidates shipping requirements for both tobacco products and electronic smoking devices into revised Section 39-5717

Expands definitions of "tobacco product or electronic smoking device" to include electronic devices, components, and accessories regardless of nicotine content, and updates related code sections in Title 39 and Title 56 for consistency
