Requires initiative petitions to embrace only one subject and matters properly connected with it, maintaining existing petition form requirements with up to 20 numbered signature lines per page.

Allows signers to remove their names from initiative or referendum petitions by crossing out their signature before county clerk presentation, or by submitting a written or electronic statement to the county clerk after presentation but before verification.

Establishes that statewide initiatives take effect July 1 of the year following voter approval (or an earlier specified date no sooner than July 1), while city or county initiatives may take effect earlier but no sooner than the mayor's or county commissioners' proclamation.

Requires disclosure of payments to signature gatherers: anyone paying $100 or more must file monthly statements with the secretary of state by the 20th of the following month, listing gatherers paid $50+ and total monthly payments.

Requires notice to the secretary of state within 48 hours when $1,000 or more is paid to signature gatherers during the 14 days before an election.
