Each school district and public charter school must establish an extended literacy intervention program for kindergarten through grade 3 students scoring basic or below basic on fall reading screening assessments and submit the program to the state board of education.

Intervention programs must include research-based instruction covering phonemic awareness, decoding, vocabulary, comprehension, and fluency, with a minimum of 60 hours of supplemental instruction for below-basic students and 30 hours for basic-level students.

The state board of education shall select and approve adaptive learning technology literacy intervention providers through a request for proposals process to provide tools that include parental engagement components and are based on evidence-based early intervention models.

Approved literacy intervention tools must be evaluated annually by an independent external evaluator based on a full academic year of implementation and must include growth toward proficiency measures.

No more than $100 per student from appropriated funds may be used for transportation costs, and literacy intervention tools must be available for school districts and public charter schools to implement for the 2020-2021 school year.
