Appropriates $46,186,800 to the Division of Veterans Services for fiscal year 2021 (July 1, 2020 - June 30, 2021) from General Fund, Veterans Recognition Income Fund, Miscellaneous Revenue Fund, Veterans Home Endowment Income Fund, and Federal Grant Fund.

Authorizes the Division of Veterans Services to maintain no more than 367.20 full-time equivalent positions during fiscal year 2021, unless additional positions are specifically authorized by the Governor.

Authorizes transfer of funds from the Idaho Veterans Recognition Fund to the Idaho Veterans Recognition Income Fund to provide the state's required match for establishing a fourth veterans home in north Idaho.

Reappropriates up to $6,414,900 from the Federal Grant Fund for nonrecurring expenditures related to construction of a second veterans cemetery in southeastern Idaho.

Reappropriates up to $27,965,200 from the Federal Grant Fund and $15,058,200 from the Veterans Recognition Income Fund for nonrecurring expenditures related to construction of a fourth veterans home.
