Appropriates $2,514,200 to the Division of Human Resources for fiscal year 2021 (July 1, 2020 – June 30, 2021), with $1,681,800 for personnel costs, $812,600 for operating expenditures, and $19,800 for capital outlay.

Limits the Division of Human Resources to no more than 17.00 full-time equivalent positions during the fiscal year 2021 period, with any increased positions requiring Governor authorization and Joint Finance-Appropriations Committee notification.

Requires the Division of Human Resources to shift the salary structure upward by 3% effective July 1, 2020, with the exception of the $7.25 per hour minimum wage at pay grade D.

Mandates all state agencies increase ongoing annual salaries by at least 2% for permanent employees in the 20 job classifications identified as most needing equity adjustments, effective July 1, 2020.

Requires the Division to maintain current job classifications on payline exception.
