Personal delivery devices are explicitly excluded from being defined as vehicles or motor vehicles unless expressly stated in law.

Clarifies that a "personal delivery device operator" is an entity or its agent exercising direct physical control or monitoring over the device's navigation and operation, excluding those merely requesting services or arranging dispatches.
