Appropriates $24,934,600 to the Department of Administration for fiscal year 2021 (July 1, 2020 through June 30, 2021) across four divisions: Management Services ($1,507,000), Public Works ($16,825,000), Purchasing ($4,198,800), and Insurance Management ($2,403,800)

Authorizes the Department of Administration no more than 124.00 full-time equivalent positions during fiscal year 2021, with any increases requiring Governor approval and notification to the Joint Finance-Appropriations Committee

Directs the State Controller to transfer $1,737,500 from the Permanent Building Fund to the Administrative and Accounting Services Fund on July 1, 2020, for the Public Officials' Capitol Mall Facilities payment

Requires the Office of Group Insurance to maintain the current health insurance plan structure and benefit package for state employees with the employer-employee cost-sharing split recommended by the Governor and the Legislature's Joint Change in Employee Compensation Committee for fiscal year 2021
