Appropriates $77,880,500 to the Division of Career Technical Education for fiscal year 2021 (July 1, 2020 through June 30, 2021) from General Fund, Federal Grant Fund, and other sources.

Allocates funds across five program areas: State Leadership & Technical Assistance ($3,366,400), General Programs ($22,168,100), Postsecondary Programs ($46,570,000), Dedicated Programs ($1,964,100), and Related Services ($3,811,900).

Exempts the Postsecondary Programs division from object transfer limitations under Idaho Code Section 67-3511(1) and (3), allowing unlimited transfers between object codes for all appropriated moneys.

Prohibits transfers of legislative appropriations between different funds unless expressly approved by the Legislature.
