Amends Section 23-313 to permit alcohol consumption on state liquor store premises for sampling purposes only, as described in new Section 23-314.

Authorizes distilled spirits suppliers or representatives to offer free sample tastings at state liquor stores with division approval.

Limits samples to 0.25 ounces per serving with maximum of 3 samples per person in any 24-hour period, and requires samples be served only by persons 21 years or older to persons 21 or older.

Requires samples be served in specifically identified tasting areas with floor plans on file, purchased from Idaho state liquor division with taxes paid by the manufacturer, and prohibits division advertising or public promotion of tasting events.

Shields retail stores from liability for consumption of alcohol authorized under this section, with distilled spirits suppliers responsible for conducting tastings in compliance with all requirements and notifying Idaho state police in advance.
