Creates new Section 42-224 establishing a process for the director of the Department of Water Resources to issue "orders to show cause" for stockwater rights unused for five (5) years, with the right holder having 21 days to request a hearing or the right is forfeited.

Requires service of orders by personal service, certified mail, or publication in a newspaper once weekly for two (2) consecutive weeks if personal service fails; requires notification to federal grazing permit holders if the water right affects a federal grazing allotment.

Allows the director to consider multiple stockwater rights held by a single owner in one order to show cause and provides for hearings and judicial review consistent with Section 42-1701A, Idaho Code.

Amends Section 42-501 to codify the intent that stockwater rights acquired contrary to the Joyce v. United States Supreme Court decision are subject to forfeiture under Sections 42-222(2) and 42-224.

Repeals Section 42-503 and amends Section 42-504 to restrict stockwater rights held by federal agencies or federal grazing permit holders to watering livestock only on the federal grazing allotment without additional state approval.
