Modifies Idaho Code 18-3316 to clarify when a person "stands convicted of a felony" for purposes of the unlawful firearm possession law, including those who have pleaded guilty, been found guilty, or been adjudicated as juveniles.

Specifies that firearm possession prohibitions do not apply to persons whose convictions have been expunged, pardoned, set aside, vacated, reduced to misdemeanor, or whose civil right to bear arms has been restored under Idaho law or by the jurisdiction where the conviction occurred.

Amends Idaho Code 19-2604 to revise eligibility criteria for defendants seeking discharge or judgment amendment, including those who complete drug court or mental health court programs and those receiving retained jurisdiction sentences.

Removes the requirement that sentencing be completed before relief can be granted and allows courts to amend judgments to reflect "confinement in a penal facility" for days served prior to sentencing.

Declares Section 2 of the act an emergency measure effective upon passage and approval, while Section 1's provisions do not affect Chapter 2, Title 18 of Idaho Code.
