• Appropriates $104,548,900 to the Department of Health and Welfare for Mental Health Services, Psychiatric Hospitalization, and Substance Abuse Treatment and Prevention for fiscal year 2021 (July 1, 2020 through June 30, 2021).

• Authorizes full-time equivalent positions including: Adult Mental Health (209.56), Children's Mental Health (97.67), State Hospital North (107.10), State Hospital South (286.25), State Hospital West (50.33), and Substance Abuse Treatment and Prevention (16.00).

• Restricts transfer of General Fund appropriations between Mental Health Services and Psychiatric Hospitalization divisions without legislative approval, and prohibits transfer of trustee and benefit payment funds to other expense classes.

• Makes the Department of Health and Welfare responsible for educational costs of school-age children in its custody placed in licensed residential treatment facilities with accredited schools.

• Requires a $327,000 interagency payment to the Department of Juvenile Corrections for contract clinician services in juvenile detention facilities and mandates Behavioral Health Community Crisis Centers submit non-state funding plans by December 31, 2020.
