Creates medicaid expansion fund and medicaid stabilization fund; establishes formula requiring counties to pay 30% of state medicaid expansion costs beginning January 1, 2020, capped at 3% annual increase after 2022.

Revises reimbursement rates for inmate medical care to 95% of unadjusted medicaid rate and updates funding mechanisms for mental health commitment costs and county indigent programs.

Modifies definitions and eliminates numerous application procedures related to county medical assistance and catastrophic health care programs while maintaining the framework for catastrophic costs above the $11,000 county deductible.
