Appropriates $21,444,600 to the Industrial Commission for fiscal year 2021 (July 1, 2020 through June 30, 2021) across compensation, rehabilitation, and crime victims compensation programs from multiple state funds.

Authorizes the Industrial Commission to maintain no more than 133.25 full-time equivalent positions during the appropriation period, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Increases the annual salary of each industrial commissioner from $107,141 to $109,284, effective July 1, 2020.

Designates $3,000,000 from the Industrial Administration Fund as the first of multiple onetime appropriations for the commission's business and technology modernization projects.

Requires the commission to submit annual reports to the Legislature by September 1 of each year detailing business application upgrades, outcomes, and estimated funding needed for continued modernization efforts.
