Appropriates $28,118,700 total to the Division of Vocational Rehabilitation for fiscal year 2021 (July 1, 2020 through June 30, 2021) across three programs: Extended Employment Services ($3,591,000), Vocational Rehabilitation ($24,154,000), and Council for the Deaf and Hard of Hearing ($373,700).

Authorizes the Division of Vocational Rehabilitation to employ no more than 150 full-time equivalent positions during the fiscal year, with Governor approval required for any increases and Joint Finance-Appropriations Committee notification required.

Requires the division administrator to maintain current service levels for work services and community supported employment under the Extended Employment Services Program until the Legislature approves administrative rules or codifies the program.

Declares an emergency for Section 3 (maintenance of service provision requirement) to take effect immediately upon passage and approval.
