Amends Section 42-3219, Idaho Code, to revise the process for property owners to petition for exclusion from water or sewer districts.

For water districts, petitions for exclusion shall be granted if the property relies on means other than water provided by the district as the sole source of water.

For sewer districts, petitions for exclusion shall be granted if the property relies on means other than sewage disposal provided by the district as the sole source of sewage disposal.

Requires the board to file a certified copy of the exclusion order with the clerk of court, and upon court order, the property shall be excluded from the district.

Makes technical corrections to the existing statute language regarding petition procedures and board hearing requirements.
